Items vs Lvl Question
Do owned items scale with player lvl or are they locked in at the lvl you are when you pick them up?

I played Oblivion a few years ago, and now I'm replaying it, and I want to rush to get my favorite weapons and do my favorite quests, but I don't want to end up with all the best gear stuck at the worst lvl. I've read that sigil stones top out at lvl 17, and gear at 30, so should I wait to aquire these things, or can I get my favourite bow at lvl 7 and it's enchantments will scale up with my lvl? Can I grab a sigil stone at lvl 3 and stick it in a chest till I'm lvl 17 and get the full strength enchantment out of it?

Items and sigil stones do not scale with you once you obtain them unless you are using the mod Auto Update Leveled Items And Spells (AULIAS) which also requires OBSE.

If you are not using the mod you have to wait to aquire the items so they are at the level you want them to be.

Thanks. Guess I'll just keep whacking rats and bandits untill I'm big enough that doing the fun stuff isn't wasted.

I haven't noticed the enchantments changing, but the damage my wepons do increases with skill level and player level. Highest damage I have gotten on a bow is +20 element, while my daedric bows dish about 24 dmg, and the number rose with me. I been using some of the same wepons for 20+ levels so far. As for the effects of sigil stones, I would say one I found earlier is still the same, while any later have higher effect so that much I can say is static based on the character obtaining.

The damage rating of a weapon rises because your skill with the weapon limits the maximum damage the weapon is capable of.

The damage isn't really increasing though, it is just capped because of your skill level. As your skill in a weapon type increases it allows you to make better use of the weapons damage rating.

Using Umbra at level 1 is a good example. Umbra's base damage is 28, but starting the game with low blade skill makes the base damage alot lower because of your skill. I can't remember the exact amount, but it is like 13-15 damage.

It will rise as you gain skill with the weapon up to its maximum damage rating, so it looks like the damage increases as you gain levels when it is actually just capped because of your skill.
