Im completely stumped.(Bravil recommendation quest)

I need to talk to Varon Vamori about the mystic staff but that option doesnt show up on the dialog options. I have tried this quest before and after the dark dream (not real name) quest given to me from Kud-Ei. I have used the scroll on varon with no succes and i have even stolen the staff but i cant finish the quest. I would console comand the quest to the start but the console comand button doesnt seem to be working. Any help would be nice, Thank you.

ok false alarm. I guess the scroll didnt do the trick. I just had to bribe him to 100.

Good thing you figured it out! If you need any help let me know. I have played Oblivion since it came out. Same with Morrowind.
