Merchants gold never decreasing/increasing

Well as the title says the merchants gold seems locked for me meaning I can pawn off everything at any merchant who has a good gold pile but from memory of morrowind and what I know of skyrim this doesn't seem like something intentional on bethesdas part so this is a bug right? and if you're going to ask about mods all I have is obse and a fix for sneaking going black which is to do with nvidia cards

Oblivion merchants are not like Morrowinds. They have infinite gold, but are capped at a certain amount. They will not buy anything over that limit.

As you gain skill in mercantile you can invest in their shop and increase their maximum gold by 500 for each investment for a total of an extra 1000 gold. Some of the DLC merchants have 2000 gold and can be increased to 3000 with 100 mercantile skill.

Seems like a weird system... the whole increasing/decreasing thing tends to help balance how much gold you can hoard in games
