Oblvion launcher couldn't find executable.

I got Oblivion deluxe last summer of steam. I had the disc version a long time ago but it's scratched up now. I've also switched operating systems since then.
I've had Oblivion uninstalled for a while, and decided to install it to make a let's play of it. However when i start it and press play it says "The Oblivion launcher could not find the Oblivion game executable. Please reinstall oblivion. When i press uninstall it says "The Oblivion launcher could not find the uninstall program. Run the setup.exe on the Oblivion install disc to uninstall". But there is no setup.exe in my Oblivion folder.

Look for the setup.exe in your steamapps folder, or verify the games files using steam.

I've done both of those, still doesn't work.
