Report a translation problem
Because of how memory works, both SSD and HDD, you have to re-write the data a bit to get a clean install. You can just download a mod or two, or defrag after uninstalling. I uninstalled Oblivion, and the immediately reinstalled FO:NV before reinstalling Oblivion and everything works fine.
As for what caused it in the first place, it's most likely a mod-based issue. Some mods may create a conflict in the settings, or it may be purely random. Who knows.
