there is a command to force the dialogue of the 2 you need to listen to.
You may try selecting Nelrene in the console, then typing the code set SE05Conv to 1. This is normally done by her script when she's nearby Ma'zaddha to makes them initiate the conversation. If the variable isn't set to 0 or 1, then the Ma'zaddha proximity check doesn't happen and this can be one cause for the glitch.
