If launcher is set to 1920 x 1080 and the ini is and your native resolution is 1920 x 1080 for pc and monitor it should launch at that resolution full screen or windowed.
Verify the game installation.
Goto library, right click the game, properties, local files, verify integrity files

That problem can be fixed by using bloom instead of HDR

I'm playing in FHD like you and I didn't have that problem

If your native resolution is indeed 1920 x 1080 you should be able to run the game in that very resolution...I thought it was an easy fix but unfortunately I need to think about that. Let me get back to you. Btw what's your GPU and do you have Nvidia Experience or control panel installed?

I hope you did not change the Oblivion.ini in the Steam game folder.
Change the one in My Documents/ My Games/ Oblivion/ Oblivion.ini
Under Display alter isize to - iSize W=1920 and iSize H=1080
Save the file and close.
Reopen to make sure it has kept the changed values.
If it has not you will have to take "total" control of the folder.

This is strange.
If launcher is set to 1920 x 1080 and the ini is and your native resolution is 1920 x 1080 for pc and monitor it should launch at that resolution full screen or windowed.
Verify the game installation.
Goto library, right click the game, properties, local files, verify integrity files
