It might also do you good to join the Arcane University to enchant your bow (or arrows) w/ extra damage.
Really, this question could apply to all weapons as the leveling system turns your average Goblin Warlord into a sponge of damage :\
Just get a quick shot in with your bow and if your sneak skill is good enough,or you are far enough away,you may be able to get multiple shots in,which do critical damage if I remember correctly.
Hope that helps,like most things in TES it just depends on your play style.
Marksmanship is a little broken, especially when combined with sneak. Stealth shots eventually break the game. Once your sneak skill reaches a certain level, while in sneak mode the NPC will just stand there and not move while you shoot them with arrows.
It is almost as broken as having 100% invisibility.
