I have played with OOO, but found it added or changed a lot of things I didn't want changed or added to the game. It doesn't mean I didn't like OOO, just it didn't do everything the way I wanted in my game.
My preference is to find (and I have found) mods that change the game to the way I want and adds the things I like. It takes a bit more time and effort to add numerous mods rather than one single mod, but then I get to have the game exactly the way I like it, not just the way someone else likes it. So I guess my answer would be that in my opinion, OOO isn't the best, its just one option in many on modding the game.
I don't want to discourage you from using OOO and I am sure there is someone who will say OOO is so good it outshines every single mod ever made besides OOO, but then thats just an opinion, just like my post is my opinion. Please feel free to do as you please - it is your game and the only person you need to satisfy is you.
I know Umbra was a 2 handed sword in Morrowind, but I really hated two handed weapons in Oblivion. Mostly because of the weak ass sneak attack damage compared to one handed weapons.
