Knights of the Nine Glitched Altars

So, I have just recovered the Sword of the Crusader. After purifying it I figured I would use the altar on myself. I'm wearing the full Crusader's armor from all the quests with no problem. Yet it tells me "Repent your crimes, wicked one!"
Problem is.... WHAT crimes?!
I have 0 bounty and 0 infamy. Meanwhile I have something like 30 to 40 fame. The only crime stats I have are 49 inexplicable assaults (which I don't know where they came from because I don't attack things that aren't attacking me. Maybe I accidentally hit some idiot NPCs when they run in front of my sword?) and a couple hundred equally inexplicable thefts (I've taken maybe 3 items that had a red hand, ever, and never got caught. I don't know where the rest of them came from). Otherwise all my crimes are at 0.
So what on earth is the problem here? Why can't I use the altar? Does anyone else have this problem? Is it a bug? What do I do to fix it?
Would completing the pilgrimage again work, despite the fact that I already have 0 infamy - and in fact, have never gained any infamy to begin with?

Even the smallest crime will prevent the quests from working, if you want to fix this you need to make another pilgramage.

Except they worked just fine before and I had mysterious thefts and assaults in my stats then too. I haven't committed any actual crimes since then - although a few more unexplained thefts and assaults have popped up from who-knows-where. They seem to go up constantly despite me not doing anything wrong. So I'm not sure why they'd be affecting anything. They never did before.
Aside from that I haven't committed any crimes!

Turns out I somehow had a bounty of 1, even though my stats said 0. I have no idea where it came from. I talked to a guard and he told me the whole "It's all over lawbreaker!"
I still have ABSOLUTELY no idea what crime I even committed to earn a bounty of 1 gold. I paid it off, and now the altars work.
I wish the guards would tell you what you're in trouble FOR.

If any one else has this problem, go talk to a guard and see if you have an option to pay some ridiculously small bounty.

There are codes to PAYFINE or Setcrimegold 0. Just more BS from Steam...I can NOT get my games to DL, other than DS3, which I had completed, and the FINAL BOSS saved game is gone. I think some of their staff just like screwing with clients, as it took me six months to recover my acct when my password got "changed" w/o my consent. Just one issue after another and they still do not fix the issues. Kick the can, Pass the buck, NOT MY JOB>>>

I have the same problem but i have 0 in infamy and 0 in bounty and i have just recovered the sword. Still i can't use the shrines anymore. What's wrong?
