You might be able to lessen some issues with stuttering and low fps by installing the following mods.
Stutter Remover

Quiet Feet Max 2.0

There are several choices.
The QuietFeet Max version will help the most, but silences all creature footsteps, which kind of sucks since you can't hear any creatures like wolves and horses running around.
The whispered feet and whispered feet max version are not as efficient, but allow you to hear the footsteps with a downsampled audio file that won't stress your system as much.
I use the whispered feet version.

Also if you're willing to use it, the 4GB patch can help too. This modifies the Oblivion.exe so that you can use more than 2GB of ram, which may help with the loading slowdown in the outside world. It makes the game a little more stable.
