Download Oblivion Mod Manage (OBMM), install it and then run it.
Hit Create, located at the bottom of OBMM to create an omod using the Better Cities Data.
Hit Add archive and a new window will open. Manually select one of the Better Cities files and double click on the file. After a few moments a window will pop up and tell you that it contains folders with subdirectories, select OK. Another window will open, select OK again.
After you complete that step, wait for the data to be processed. It takes a while so be patient. Once the data appears in the Reletive/File Path box, select Create omod and wait. When it is done processing the Better Cities Omod you created will appear in the right side window of OBMM.
It will either have a Green, Red, or Black box next to it. Green means there are no conflicts with other mods, and red means there are conflicts. I am not sure what black means, but it may have to do with locked files already installed that can't be overwritten. I am not sure.
Anyways highlight the newly created Better Cities Omod and then hit Activate. This will install the mod.
If there are conflicts you can either have it to tell you what they are during activation so you can select which file to keep, or you can have it not tell you and the files will all be installed without notifying you.
It is best to not be informed because you have to sometimes manually authorize each file one at a time and sometimes there can be hundreds of files.
Repeat this process for each of the Better Cities parts you downloaded
Why I know this? You seem to be using the mods just like me when I begun to mod this game years ago- I just wanted to play the game and went all out with mods without taking my time to understand what they actually did- my game saves did ofc get corrupted rather soon. So to avoid my and many others misstake is just to take your time and read the mods readmes and you will know for example if OblivionXP will conflict with other mods.
So for your own sake, please consider to take some steps back, read the info the mod creators want you to read and you will have a more good time.
