Saw this thread and it did make me wonder a little bit. Before reading this I figure Glarthir just mistaken and got paranoid and then dangerous.
BUT
I was doing something completely nothing to do with Glarthir it was some shady business around the castle no need to go into details about that and a guard comes to me with an attitude problem and warns me about Glarthir.
Now of all the things this guard could be suspicious and growl at me about he is just bothered about this eccentric elf talking to me.... in the old days one would say chinny chin chin methinks.
Glarthir may have the wrong people to be wary of but this guard is certainly up to something and I fear Glarthir is in danger.
However, one person who COULD be working to keep Dion away from Glarthir, and thus make it easier for the Mythic Dawn to remove him, is Mercator Hosidus. All access to the Count flows through him, and he's already working for ONE group of dangerous fanatics. It would be a matter of simplicity for him to feed Dion false information and complaints about Glarthir, eventually culminating in orders that Glarthir be arrested, and falsely claim that the orders are from the Count. Once Glarthir's in the dungeon, Mercator just has to make sure that he's where the Pale Lady can reach him.
I am of an idea that perhaps we can make the pale lady survive the rescue quest of Thieves.
As a soon to be Vampire Dracula I may be able to resurrect the Pale Lady in my current game and regardless what happens to Glarthir in the paranoid quest I could resurrect him to with the console commands. I am curios what there new found life owed to me might reveal.
Good observation. Captain Dion is just one of the many NPC's gang-stalking Glarthir. This is likely due to Glarthir taking an interest in Davide Surilie. Glarthir was very close to discovering the true culprit, which is actually David's brother Gaston Surilie. Isn't it odd that Gaston is only one of the very few NPC's to wear a black hood? He wears it all day. Pretty strange for a wealthy businessman. He also knows a set of levelled rogue spells. Perfect for obfuscating his identity and stalking Glarthir. It's no wonder Glarthir mistook his identity for his brother David.
Gaston is always busy toiling away in the SUNNY vineyard. Why would he wear a hood, unless he had vampiric traits? But if you kill him he isn't a vampire there is no ash... Could it be that he managed to cure himself? Could Gaston's transformation back to human germinated the idea in the Count of Skingrad, Janus Hassildor's head that he too could be cured which leads to the quest Vampiric Cure? Castle Skingrad has a sizable wine cellar. It's clear Janus Hassildor and Gaston Surilie had a close working relationship. Maybe Gaston is still vampire and uses his rogue magic to conceal this better...
Either way, Glarthir is close to the truth and the Count knows this. This is why he sends his lapdog, Captain Dion to harass Glarthir and dissuade anyone else from looking into it. Glarthir is indeed in danger from many sides. When you talk to Dion and ask about the town he says "See the castle... but don't expect to see the Count. He doesn't mix with strangers." It's clear Dion is hiding something, and he isn't above intimidating anyone he deems a threat.
After you speak to Glarthir, Dion immediately seeks you out and confronts you saying "I keep an eye on him because it's my job to". Why would the Captain himself be stalking an individual instead of assigning random guards to keep tabs on him? This is because any random grunt couldn't be trusted, and it's why Dion demands you bring any information directly to him first. These orders must have come from the count himself. As Valden21 pointed out in the post above this, Mercator Hosidus is already up to no good, the whole inner circle of the Count is crooked.
I'm glad there are other people dedicated to finding the truth and clearing Glarthir's name in this forum.
First, Gaston wearing a black hood all day can be dismissed easily; working in the sun all day causes sunburn, and since Gaston is outside working the vinyard all morning, he would want something to prevent sunburn. A hood is perfect for that. As for him being a rogue, what better person to protect a business than somebody who knows all the devious tricks that can be used against it? Set a thief to catch a thief, after all; there's also the added bonus of the vineyard being owned by his family, so he has every reason to protect it.
Second, as we learn during our work for the Mages Guild, Count Hassildor doesn't allow any vampires in Skingrad unless they work directly for him. Gaston's a resident of Skingrad, but Hassildor doesn't own the vineyard where Gaston works; Gaston and Davide own that vineyard outright, and they just sell the wine to Hassidor's household. Therefore, as neither of the Surilie brothers work directly for Count Hassildor, neither of them can be a vampire. We know what Hassildor does to vampires who operate in Skingrad County but don't work for him; he sends vampire-hunters after them, like what he did to the vampires of Bloodcrust Cavern.
I love all theories.
There are two options. First, writers of that quest just made a guy with paranoia and that's all. Left it open for interpretation and discussion so here we are and that's great.
However, this is The Elder Scrolls, so I believe a lot of things are made with intent.
Skingrad is shady city. As many of you mentioned, Glarthir actually might stumble upon something, but were just confused thinking all want to get him. Since we have Mithic Dawn in the city and he's saying he knows Blades secret, maybe he heard Else God-Hater talking with someone about Martin being the son of Emperor? Maybe Glarthir mentioning Marukhati Selective was a clue about Akatosh temple in Kvatch and his knowledge of Martin being a Septim?
So many loose ends and room for interpretation. I love that quest.
If all of that is intentional I think this is one of the greatest side-quest in gaming history.
The quest is called Paranoia. And what are we doing now? Coming up with all that crazy theories, picking up clues... We all have paranoia.
I think writers did a great job with that one quest.

I tried to find some "guard's journal" even though I was sure the guy made it up and obviously I didn't find anything in guards barracks. On reddit someone mentioned a note in one of Glarthir suspect's houses, but there is no note.
I guess what's left for us is our theories.

I would just like to point out that those rumours about notes in the guardhouse and in other houses - it wasn't me that made those claims, it was other people in the thread.
But my original post - the weird stuff that I saw and happened to me when I was following those people for Glarthir - that all happened. I wasn't memeing, that was real.
So what you are saying is, it was somebody else who has been writing notes and posting on this thread and it had nothing to do with you?
