Now that I know this quest is just a screwjob just like Two Sides of the Coin I just ignore Glarthir after his greeting and never meet with him. We're both better off that way.
A rather useless clue.
I was a guard in Kvatch for 15 years before the Oblivion gate appeared. I was out on a routine patrol, and was spared from the initial onslaught. When the smoke had cleared, I was without a city, and out of the job. I offered to escort a pilgrim of Stendarr in exchange for the gold I needed to get to the next town over. I can't stand the smell of the sea, so Anvil was out of the question. The hill up to Kvatch was always causing an old injury from my adventurer days to act up, so I was ready for a change. I've had an interesting journey. That's why I've started this journal.
Fredas, the 21st of Last Seed
The boys in the new precinct didn't seem too keen on having a new guy around, but I was going to do my job. I bumped into a wood elf, Glarthir, on one of my first patrols on my new beat. Strange fellow, but my Captain said to stay away from him and don't ask questions, so I followed orders. I couldn't sleep last night, so I offered to pull a night shift. When on my rounds, I caught a glimpse of a traveler and Glarthir behind the chapel at around midnight. As I approached, Glarthir loudly said, "No I don't know what time it is." It seemed odd to be asking what time it was in the middle of the night, so I decided to follow the "adventurer". More walking. Damn this knee. Maybe a drink of skooma will take the edge off.
Loredas, the 22nd of the Last Seed
My new "friend" has been acting strange. I requested a few extra shifts so I could keep an eye on this guy, and I've been following him. The past couple days, my "friend" has been following a few of the town's residents. At first I thought he may be stalking a woman, but then he followed two separate men the next two days. Something is wrong with the guy, so I used a trick I had learned back at Kvatch. When arrests were low, we would put some skooma on a Redguard and then stop him for questioning. I don't like planting evidence on an Imperial, but desperate times. I questioned the traveler about what he was up to, and he told me that Glarthir was thinking people were out to get him, and he was following people on Glarthir's behalf. I went to report this to the Captain and he said he would talk to the traveler. I told him we should go to the count to get a warrant to search Glarthir's house. He became furious with me and put me on suspension. "SWORD AND SHIELD ON MY DESK, NOW!". Something is going on in Skingrad.
Sundas, the 23rd of the Last Seed
Since I wasn't on the street last night, I have no idea what happened, but Glarthir turned up dead this morning, full of arrows. Apparently he tried attacking a traveler, and the city guard shot him down. I searched for the traveler, but he had skipped town. No other witnesses besides guards. I had to get the bottom of this, so when the guards weren't looking, I took Glarthir's keys and broke into his house. Nothing was out of the ordinary, until I went into his basement and found a bunch of notes he had wrote. Ravings of a madman read like a thriller as I read the days that led up to his demise. No, he wasn't mad, someone wanted him dead. My knee twinged in pain just thinking of Glarthir, with all those arrows piercing his body. I quickly left and as I was shutting the front door behind me, I noticed a woman staring at me from a window across the street. She looked furious, like a devil. I rubbed my eyes for a second, and she was gone. I think this skooma is getting to me. I'm going to the chapel to pray for absolution.
Morndas, the 24th of the Last Seed
This is it, I'm getting to the bottom of this. All it takes for bad guards to win, is for good guards to do nothing. I haven't slept much and I think the skooma is making me see things, but my knee is feeling better. I'm going to talk to the count about Dion and Glarthir. I'm getting my job back, and maybe even a promotion. I will write in my journal tomorrow once I've talked to the count.
Mate, where did you find it? This is awesome. Is this one of the soldier's diary? I want to find it too.
See? It's not just me this happened to! I tell you, I was playing as a noble knight, I didn't steal a damn thing the whole game (even loaded a previous save and checked that I had no stolen items). I didn't even take the armour off of dead bodies. The conspirators planted stolen items on me to get me arrested so that I couldn't spoil their conspiracy to spy on and kill Glarthir.
Glarthir is paranoid, no doubt, and he's also probably a maniac. But I think there is some kind of conspiracy against him.
Really? I've had a house in Skingrad plenty of times but don't remember seeing a secret note =/

Can't find anything about it. I know there's a forgotten note in the Skingrad house, but it's nothing to do with Glarthir.
