Is Glarthir really just paranoid?
This post will contain spoilers for a side-quest (not main-plot related at all) in the city of Skingrad. If you've never done it and don't want it spoiled then move along.

So in Skingrad there's a Wood Elf named Glarthir. When you go to the city he seeks you out and says he needs help but that he's being watched so he can't talk in the street. He asks you to meet him behind the great chapel at midnight. If you begin asking around town about Glarthir people will say he's the town eccentric - harmless. If you sleep or wait after asking people about him the commander of the city guard will come to you and threaten you (in the tone of his voice) and tell you to stay away from him and to notify the guards if he asks you to do anything "strange".

So Glarthir wants you to follow 3 people who live on the same street as him. He's convinced that they're part of a great conspiracy against him and are watching him all day. He asks you to follow them all day and catch them watching him, then report back to him.

At first I thought Glarthir was just paranoid schizophrenic (I have a paranoid schizophrenic in my family and I recognize the behaviour and the way they think) because when I followed the first woman, nothing happened. She simply went to her vineyard and worked all day. I went to Glarthir and reported to him that she was not following/watching him.

The second guy I followed was doing the same, except from a distance I saw another fellow creeping up behind him, then creep away. He then shouted "Thief! Guards!". Could this have been a secret meeting between the two, where they briefly exchanged information about Glarthir, but made it look like a pickpocketing incident? Alas, I had to report I found nothing.

The third guy I followed was the most interesting. He worked on the vineyard all day, went for lunch at 12pm, went home, then went out to his vineyard again in the evening and back home again. Whilst following him home at night I was suddenly arrested by a guard! He claimed I had stolen items in my inventory. But I didn't! I hadn't stolen anything! I believe the conspirators against Glarthir knew I was following them and planted stolen goods on me so I couldn't continue following the third guy and he could meet with another conspirator and conspire against Glarthir (and now me).

I told Glarthir I had no information for the third time. I wanted Glarthir to give me more time to follow the people (who I was now sure were part of a conspiracy due to strange goings on when I was following them) but Glarthir began attacking me with an axe, saying I was working for the conspirators. I had no choice but to defend myself and thus kill him (he wouldn't yield).

I got Glarthir's house key from his dead body (because I am a knight and will not use lockpicks as it is beneath me) and searched his house to see if I could find anything. I found notes about how the third guy I followed (Davide Surilie) buried something at his vineyard, but when Glarthir went to dig it up he found only disturbed earth - someone else had already dug it up. I went to see for myself, and I found many disturbed patches of earth at the Surilie farm. I believe Davide to be the chief conspirator! He is spying on Glarthir and leaving information buried on his vineyard for the Mythic Dawn to dig up and take!

All the Wikis say Glarthir is genuinely paranoid and nobody is conspiring against him or watching him, but I believe now that they are based on what I saw and what happened to me (especially me being framed for theft while following Davide).

What do you think? Has anybody found any information about this? I will have justice for Glarthir.

First time I ever did this quest, I followed everybody and found nothing. Then of course Glarthir assumed I was part of the conspiracy and attacked me. I beat him down barehanded but he got back up when his fatigue regenerated and there's no good way to non-lethal KO somebody in this game. I was about to flee when Dion noticed the fight and power attacked him. Rekt in pasta.

Now that I know this quest is just a screwjob just like Two Sides of the Coin I just ignore Glarthir after his greeting and never meet with him. We're both better off that way.
um unlock his house using the unlock code on the console command, unlock and click onhis door and in his base ment you'll find notes including notes that in the end he'll use u to kill one of the people he wants u to spy on.

Morndas, the 17th of Last Seed
I was a guard in Kvatch for 15 years before the Oblivion gate appeared. I was out on a routine patrol, and was spared from the initial onslaught. When the smoke had cleared, I was without a city, and out of the job. I offered to escort a pilgrim of Stendarr in exchange for the gold I needed to get to the next town over. I can't stand the smell of the sea, so Anvil was out of the question. The hill up to Kvatch was always causing an old injury from my adventurer days to act up, so I was ready for a change. I've had an interesting journey. That's why I've started this journal.

Fredas, the 21st of Last Seed
The boys in the new precinct didn't seem too keen on having a new guy around, but I was going to do my job. I bumped into a wood elf, Glarthir, on one of my first patrols on my new beat. Strange fellow, but my Captain said to stay away from him and don't ask questions, so I followed orders. I couldn't sleep last night, so I offered to pull a night shift. When on my rounds, I caught a glimpse of a traveler and Glarthir behind the chapel at around midnight. As I approached, Glarthir loudly said, "No I don't know what time it is." It seemed odd to be asking what time it was in the middle of the night, so I decided to follow the "adventurer". More walking. Damn this knee. Maybe a drink of skooma will take the edge off.

Loredas, the 22nd of the Last Seed
My new "friend" has been acting strange. I requested a few extra shifts so I could keep an eye on this guy, and I've been following him. The past couple days, my "friend" has been following a few of the town's residents. At first I thought he may be stalking a woman, but then he followed two separate men the next two days. Something is wrong with the guy, so I used a trick I had learned back at Kvatch. When arrests were low, we would put some skooma on a Redguard and then stop him for questioning. I don't like planting evidence on an Imperial, but desperate times. I questioned the traveler about what he was up to, and he told me that Glarthir was thinking people were out to get him, and he was following people on Glarthir's behalf. I went to report this to the Captain and he said he would talk to the traveler. I told him we should go to the count to get a warrant to search Glarthir's house. He became furious with me and put me on suspension. "SWORD AND SHIELD ON MY DESK, NOW!". Something is going on in Skingrad.

Sundas, the 23rd of the Last Seed
Since I wasn't on the street last night, I have no idea what happened, but Glarthir turned up dead this morning, full of arrows. Apparently he tried attacking a traveler, and the city guard shot him down. I searched for the traveler, but he had skipped town. No other witnesses besides guards. I had to get the bottom of this, so when the guards weren't looking, I took Glarthir's keys and broke into his house. Nothing was out of the ordinary, until I went into his basement and found a bunch of notes he had wrote. Ravings of a madman read like a thriller as I read the days that led up to his demise. No, he wasn't mad, someone wanted him dead. My knee twinged in pain just thinking of Glarthir, with all those arrows piercing his body. I quickly left and as I was shutting the front door behind me, I noticed a woman staring at me from a window across the street. She looked furious, like a devil. I rubbed my eyes for a second, and she was gone. I think this skooma is getting to me. I'm going to the chapel to pray for absolution.

Morndas, the 24th of the Last Seed
This is it, I'm getting to the bottom of this. All it takes for bad guards to win, is for good guards to do nothing. I haven't slept much and I think the skooma is making me see things, but my knee is feeling better. I'm going to talk to the count about Dion and Glarthir. I'm getting my job back, and maybe even a promotion. I will write in my journal tomorrow once I've talked to the count.

It looked like he was just paranoid over nothing, but I also think they wanted this quest to be open to interpretation as to whether there really was a conspiracy or not.
old thread but i guess it was meant to be choices and consequences,something lacking in Skyrim,don't you get 1 fame point for turning him in ? otherwise he just goes on a killing spree

I do the same Glarthir is wainting behind the Chapel so as Martin waiting for me near Kvatch.

Mate, where did you find it? This is awesome. Is this one of the soldier's diary? I want to find it too.
I have no mods on, but I have all the DLCs, including the Horse armor and such, I made it to the part where I told Glarthir everyone is spying on him, and got a random 40 gold bounty, like the other two people. I have made sure that I've stolen nothing, not broken into any place this whole time. After getting out of jail and reporting the third person, he gave me the death list, after killing Bernadette, I searched her house. She's keeping a stash of weapons upstairs in a locked chest. Not just a dagger, but i found a couple weapons, weapons for man-on-man combat, a sword and a battleaxe. Going to kill Toutious, I found his house ever so slightly cluttered, though i've been in it before, when it was unlocked, i never messed anything up. Going in there now, I found him already prepared and awake, like he was in a scramble before and knew of my coming. Before even attacking him a guard was already there somehow, like he knew beforehand, though nobody had seen me enter, and it was right as I was spotted. I had to kill both, but I had no bounty... So without a bounty I was being arrested immediately? I went to Davides' last. and a guard was oddly following me I noticed. Though I slipped away and snuck inside. Davides' door was locked, and his brother came out, I had to kill him, nobody noticed, I went to Davides' room, and it was locked, after unlocking it he immediately turned hostile without a bounty nor knowing his brother was dead, though he used an invisibility spell instead of fighting, and tried to run. No bounty still, i checked immediately, though I killed him very quickly a guard came in and tried to immediately arrest me. Suspicious I'd say.

See? It's not just me this happened to! I tell you, I was playing as a noble knight, I didn't steal a damn thing the whole game (even loaded a previous save and checked that I had no stolen items). I didn't even take the armour off of dead bodies. The conspirators planted stolen items on me to get me arrested so that I couldn't spoil their conspiracy to spy on and kill Glarthir.

Glarthir is paranoid, no doubt, and he's also probably a maniac. But I think there is some kind of conspiracy against him.
Get plenty of gold and buy a house @ Skingrad. There is a hidden note somewhere revealing that the previous guy who tried to help Glarthir but he ended up dead, he wrote the message tracking down those 3 suspicious guys that Glarthir accused before death (They were the crazy ones). Glarthir was not crazy at all. It also mentioned the captain of Skingrad were part of the plan.

Can't find anything about it. I know there's a forgotten note in the Skingrad house, but it's nothing to do with Glarthir.
