Report a translation problem
The easiet way is find a spot where it happens, bring up the enb menu, and start disabling options. Detailed shadows and/or ambient occlusion are hot candidates.
Afaik Shift+Enter is hardcoded, so, no
- try setting AO to on and Detailed Shadows to off. Basically play around with various permutations until you find one you like.
- if all else fails try another enb preset. However the oblivion enb is really dated, so dont hold your breath.
- do you have OblivionReloaded installed?

Some say this can be solved by enabling 'waitbusyrender' or disabling 'SSAO'.
Hope someone can solve the problem with this.

That did it for me, thanks mate :D it was definitely ambient occlusion causing it.
If i knew how to mod i would disable this red light emission from oblivion portals
