Man With Full Elven Armor

In some trailers and pictures of Oblivion there is a man with full Elven armor and in the background there are some Ayleid ruins. Who is he and where can I find him?

if you are after him for his armor there are other ways to obtain the set

I know that, I've been playing Oblivion since 2006-7, but I couldn't find this man.
