My 1st Character keeps things on Arena combatant pit sleeping mat .
And sometimes my items goes away :)

I was trining on heavy armor at that time. Also the NPCs some times grab the ingredients and eat them.
There are six "Open-Topped" grain sacks located there, three on both sides between the shops.
Just be careful storing food or rare ingredients on the side with the inn, the beggar will pass through there and may eat your food.
All open topped grain sacks are non respawning, so you find free storage all over the place. You can also find them in most guilds and some dungeons.
all the info you need on if a container is respawning or not ans where to find them. I still laugh at how much you can put in a clam.
OP, when I start a game I mostly run through the arena, then do Glarither's quest, steal his money, and then get a house in the Imperial City's waterfront. 2000 gold, and a small area so you don't have to run around the entire house.
Once a member take all the Alchemy apparatus items and sell them. I usually do that while doing the recommendation quests. If you go to each city you can find enough apparatus to sell to make 6-8K depending on how thorough you are.
Then you use that money to buy the Gauntlets of Gluttony in Bruma for Strengh +15 to increase your damage and max encumberance. You should also have enough to buy the House in the Waterfront district.
I'd do that but I don't want to ruin how the game looks :(
Sorry, you have to buy a house to store it. Most chests empty after 3 days (if I recall right) sometimes they stay when left on the ground, though. There is a home you can buy in the imperial city, but you need to convince some ♥♥♥♥♥ to let you buy it, and it is small as mimebox.
