Useless Fighters Guilds in many cities
I genuinely thought that as I progressed through the Fighters' Guild main questline, at some point I would get to interact with those NPCs who spend their time inside the Skingrad, Bruma, Bravil and Leyawiin Fighters Guild.

NOPE.

All you do is oscillate between Azzan in Anvil, Burz-gro Cash in Cheydinhal and then report back to Oreyn in Chorrol for the next "story driven" FG quest. What a disappointment.

Because unlike Skyrim, in Oblivion almost every NPC actually has a purpose. Not just as a person who has something to say about the city they live in, but also has a house of their own and if you join the TG and DB, you end up visiting many of these houses and get to listen to dialogue and NPC interactions and such, inside these houses.

And every single city Mages Guild is unique in that it not only offers trainers and merchants but also has a recommendation quest.

But the Bruma/Skingrad/Bravil/Leyawiin Fighters' Guilds are just there for a one-visit-only and then forget purpose, as the crowded Anvil Guild has all the combat trainers you need until you seek the master trainers elsewhere through quests.

Are there any mods that make the other FGs useful?

Yes the fighters Guild is the worst one by far. This is when Bethesda stepped away from the guilds being guilds and made them just another linear story with ranks that don't mean anything.

This right here is the answer and is why there is a pretty even split when you ask people what is the best Elder Scrolls game. Morrowind had the best story telling, Oblivion had a good middle ground with story telling and gameplay, while Skyrims story was kinda shallow in most places, but its gameplay was the best (not counting magic).

Somewhere between Morrowind and Skyrim, Bethesda did away with the good rpg storytelling and went into simplifying everything. You can see it starting with Oblivion.

well tbh my only complaint here was that it felt silly to keep going back to Azzan and Burz for what felt like 10 times before the FG questline finished. If they had simply switched the quest givers to those living in the other city guilds, if their races were right (Redguard male and either Orc male or Nord male), they could have even kept the same voice actor lines with minimal changes (Oreyn cant mention the names Azzan and Burz after, say, 1/3rd of the FG quest progression anymore as the targets becomes leaders of other city guild branches) and it would have felt better.

What you said is mostly true, however, they do have a purpose - FREE HOUSING!
Which is very useful at the beginning of the game where you can't afford a house yet.
So you can just join the guild and you have a free place to sleep in every city, which is exactly why there is a guild hall in each. So yes they don't play any major role but they are there for your convenience.

The fighters guild had pretty good individual quests, though.

Skyrim doesn't have the best gameplay when its questlines are garbage and the RPG mechanics are gone.

I wonder who you asked, certainly not me. I like storytelling in all 3 games but slightly more in Morrowind, gameplay wise Morrowind is also the best. Oblivion was dumbed down and Skyrim even more so.
Guild structure also has more to do with gameplay than story. Yeah you can't complain about useless guild chapters in Skyrim because there are no guild chapters lol.

doing next to no damage at all in the early levels while being harassed by cliffracers until you become a god who can jump across half the map is good gameplay?

Well, just thinking about the OP.
Most fighters guild jobs, be it Morrowind or Oblivion are really just for the bash/ hit and wheel is turning but hamster is dead brigade.
Also such a shame as most people point out in these games, the fact when you reach the top in a guild, there is no where to go. Almost a pointless exercise.
