Countering Stunted Magicka?
Any non consumable/ non combat method of regenerating magicka?

There are also Magicka essences in the planes of Dagon. I also forgot to mention the Welkynd stones.

You can also use the Construction Set to modify that Birthsign to have at least some magicka regen if the default is too severe. 25% of normal sounds fair to me.
