this page shows the levels at which what weapons become available. If you have already acquired a black bow you can stick with that or another if it is enchanted.

In Vanilla at level 7, you can buy Silver bow.
As silver bow can hit Ghost, it is very useful bow until you get good enchanted bow.

At most levels the best bow is Hatreds Soul http://www.uesp.net/wiki/Oblivion:Hatreds_Soul, which can only be obtained from within Random Oblivion World 2.

The only guaranteed Oblivion gate to that world is the one near Chorrol. The gates not near a city are randomly chosen, so you have to save your game before entering those gates and reload until you get the right world.

The area to get the bow is kind of hidden. Check youtube for a tutorial on how to get to the bow.
