second try running everything as admin. steam.exe and oblivion. exe and everything else by going to the file and in the properties select run as admin. But if possible install in the cdrive all of steam.
when looking in the steam help files it does sugest to install to the c drive but when installing steam it automatically wants you to install it to program files. it is just wrong.
I had to do it myself at one point but what is worse is that at a later date i had to do it again after a windows update something went wrong and I had to uninstall steam and all the games from my c drive and reinstall again to c drive. no problems since. keeping my fingers crossed on each update.
I am surprised after your years of use and playing skyrim and maybe some of the tools needed to organise the mods for stability and conflicts you never sen it suggested before. oh well now you have.

I don't know what use this entry but if you redirect Oblivion Folder, it will be safe to rewrite this entry too.
