While you are in the game press ESC and go to OPTIONS then click GAMEPLAY and adjust the difficulty that way.

I don't think checking the files will solve that issue; it sounds like something else to me. But as checking the files is an important trouble-shooting skill, here's how you do that.
1) First, this isn't something you can do in-game, so save your game, and then quit.
2) In Steam, right-click on the game in the Steam Library.
3) In the menu that appears, click on "Properties"; it's the last one in that menu.
4) See that menu on the left of the new window? Click on "Installed Files".
5) Click on "Verify Integrity of game files".
6) The process begins automatically, so just let it run, and tell us what it says when it finishes.

But like I said, I think your current issue is linked to something else. It sound to me that what's going on is that you're just not using your Major Skills a lot. Using you Major Skills is what contributes to gaining levels, and ONLY your Major Skills contribute to that.
your grammar is way too confusing for me to help you

Yes, we're talking about the same game. It sounds to me like your core problem is the speed at which you're gaining levels, and that's all about how often you're using your character's Major skills. Every class has 7 skills that represent what that class does; those are the Major skills. Increasing them through use or one of the NPC trainers is what controls how fast you level up.

The confusion might be because both Morrowind and Obliivion have Major and Minor skills. But Morrowind's leveling system uses BOTH Major and Minor skills for leveling. Oblivion's leveling system only uses the Major skills.

Hope this clears things up for you.

well all is well with doing what you said about the files. The game I play is basic one where you do a lot of combat and what ever is causing the problems I am having is not that. Something I did that somehow changed the game. The Dif slider is not active because its not advancing either the player skills or the random AI ADVANCES WHEN YOU GO UP A LEVEL.
if you do go up a level you might get an increase of 1 point. I have no idea why this happens

ONE LAST THOUGHT AND A THANK YOU FOR YOUR ANSWERS I thought about using your major & minor skills and thought about it because I thought you were right. I now use the menu with the 8 slots where you can put different items to change quickly during combat. I have not been a big fan of minor skills but I think I can work on using the minor skills as well so thanks for helping an old guy out

On a a PC you can open your console (~) and type tdt. It isn't a cheat. It is a FYI only. On the right will be a list of how many points you have in the 7 attributes you can max. At 10 it will max the attribute when you level to the max 5 since each of these points is .5 on the leveling screen. (Enter tdt again before exiting console since it is a toggle switch and the second one removes the data on your screen from view).

Minor skills are great for maxing during a level-up. Like ENDURANCE is the most important attribute to level right away (health) and making Heavy Armor a minor you can just stand there and let a bandit hit you and run up Endurance points rapidly. (Bandit archers will put away their bows and attack with a wimpy dagger when you move close to them and they hit far more for longer than rats or mudcrabs. giving you more Heavy Armor thus Endurance points quickly so you can get the full Max 5 while leveling.

Oblivion is counter-intuitive like don't always put something you use all the time as a Major skill. Some things, fine. Restoration is so hard to boost and you use it every time so I always have it as a Major. But I always put Mysticism as a Major because I almost never use it so can control it to control the speed of my leveling.
