I suppose this is exactly what's happening with OP.
@OP, if you really did enable DLCs in the launcher, checked all boxes, look if they stay that way perhaps. Maybe it resets itself or something
even in the launcher it says ive only got two but in the text file and even on steam..it says I own GOTY edition which comes with all dlc's, shiver isles, the knight, the other extra stuff.

Yea I heard about that, supposedly back in the day there were TWO version of "GOTY" edition and if you didn't buy the actual deluxe edition, you're basically ♥♥♥♥♥♥ now and have to go online lookin for a deluxe key
Also, if you use a mod manager it starts with the DLC disabled & they have to be turned on under plugins. Just learned this.

best option is to look on "questionable" places online. and acquire them there.
but other then that, your only option is to buy again :/
cause we all know they'll make us pay twice instead of just fixing the issue.
