Strange Audio Issue
I've been playing Oblivion over the last week or so, no real problems. I have a very short mod list, none of which really affect graphics or sounds, so this has been confusing to me.

It's an audio issue that started happening mid playthrough (probably 20 hours in) where basically every sound effect has a weird static buzzing noise attached to it. I've tried restarting my pc, reinstalling the game, reinstalling my mods one by one, updating AND backdating my sound and graphics drivers, messing around in sound settings in and out of the game, capping framerate and turning on vsync, installing sound bug patches, as well as looking through several forums with no real luck or hint as what to do.

It's very frustrating as I was getting really into the game, and now it's honestly making me want to just quit. Can anyone help?

Have you tried verifying your Oblivion installation in Steam? It fixes missing or corrupt files.
You could read the "Oblivion Audio Issues" thread on this forum. It contains a few suggestions, but I don't know if the underlying problem is the same, or how useful the suggestions are.
Generally, I don't think that backdating drivers would help (unless you use very special ones, or special settings) - Oblivion runs well on standard drivers.

Hey Lontrav, unfortunately, I have indeed doing validating. When I uninstalled my game, I completely wiped my folder and did the validation to only bring the vanilla files. The bug was still there. Then I installed my mods one at a time, and none of them fixed it, or made it worse. Luckily didn't corrupt my save, but I've done as much reinstalling and validating as I can and nothing seems to have worked.

I've also had no luck with suggestions, which included a bunch of what I listed above as having tried. Maybe I'll try to record the bug in some way, but I don't think I can post videos here.

Attaching a link to a video I just uploaded showing the issue. You'll notice it's worse in the menus when clicking save, load ect. It affects spells and enemy sounds too, but it's mainly going through doors, and in the menus. It's very annoying

A couple of suggestions.
First is Don't keep quick saving over the Quick save and when you do don't do it instantly while other things are happening.

Secondly delete your Quick save occasionally as you create a hard save.

The reasoning behind this is that quick saves try to make a save but with lots of scripts running it loses track of some if you don't pause for several seconds to allow scripts to finish, and having a quick save that has tried to save thousands of scripts since the start of the game can make a mess of it.

So delete your old quick save.
Wait long enough to count to ten
Then Make a NEW Quick save and Load that quick save.
(this reloads the environment as it's meant to be without old scripts from a past environment )
This gets rid of sounds from a previous environment that got stuck
