Are you sure you have triggered everything correctly? They may not spawn until you are on the right part of the quest and near Weatherleah.

Try approaching the door to Weatherleah to trigger a quest update. If that doesn't work run around the area. The Ogres should appear. If they don't you may have to use console to advance the quest.

Sometimes the Ogres wander off to kill other creatures in the forest. You may have to look around the area.

If you can't find the ogres, open the console and type in 'setstage MS16A 40' without the quotes. It'll set the game to act like you killed the ogres, and you should have an updated journal entry to let you know it worked. Happy gaming!
