I have not used that mod myself so I can't tell you how to do it, but here is a good starting point.

it is the primary requirement necessary for most mods to function properly. It is needed to avoid the crashes on startup that you mentioned when running mods that require it.
To enable the Steam Community, right click on Oblivion and select properties. The Steam Community box should be there.
As previously stated, you need to also install Weather all natural and Wyre Bash. Beyond that you need to read the install instructions for the mod Immersive Interiors as it is the mod that requires those mods.
I am not very familiar with wyre bash, so you will have to figure that part on your own, but you probably need to create a bashed patch somewhere.
Unless you know what you're doing I suggest you just uninstall Immersive Interiors as it is probably the cause of your problem.
The only other thing that I can think of is that since you didn't install these mods correctly and didn't even have OBSE installed, your Oblivion install could now be corrupted and may require you to delete your oblivion.ini located in your documents under mygames. If that doesn't work you may need to perform a clean install.
This is how you can use NMM with Oblivion mods. I will use the excellent overhaul "Oscuro's Oblivion Overhaul 1.35" as an example:
a) First manually download OOO (and the optionals that you want).
b) Create a folder called "data".
c) Unzip evertyhing from OOO into data. It should look like this for example: "/data/texture", "/data/meshes" and "/data/ Oscuro's_Oblivion_Overhaul.bsa"
d) zip/rar the data folder. Name it to OOO 1.35.rar
e) open up NMM and select "add mode from file"
f) activate the file.
g) archive invalidation (its under the toolbox)
There is exception ofc. The ones Ive run into is "All natural" and "Unique landscape" that needs "Oblivion mod manager" and "Wrye bash" - both easy to use (tutorials at youtube is really good).
Learn to use Wrye Bash/BOSS combo - its not so tuff- and use OBMM where you have to, like for Detailed Terrain, or want to, like DarNified UI - cuz you dont have to convert it for BAIN. It really was worth the time I took to learn the basics for WryeBash/BOSS. You can install the Standalone version of WryeBash so don't worry about all that Python stuff. Google TESCOSI. HUGE help for modding Oblivion. My info is current, as I am currently modding my game. Yes Kongha, I know I started this 2 months ago - but I'm actually at the 'resume play' portion now. Just a couple more days...
I say use NMM,
and why I argue for that is mostly that many players comes from the Skyrim nexus modding scenen where NMM is a big part. A fine example of how the modding community is now is the existence of "Wrye bash pictorial guide". It exists in its glory but there is still mod users that cant get a grip of how to use Wrye even if they have gotten that tool explained first handed and with that tutorial... So to get the game modded and running I argue that NMM is totallly fine for the beginner. Its not the best solution, I konw, but it works for the beginner that has never used a mod :)
But if the users wants more fun mods then its Wrye bash all the way.
Here's what happened - Steam had an option to "Enable Steam Community In-Game". The folks at silverlock.org created a version of OBSE for Steam versions which req'd the user to "Enable Steam Community In-Game". Then Steam changed that to "Enable the Steam Overlay while in-game". Current installs of OBSE at the time of this change were OK, they 'went along with it'. New installs of OBSE since the change go ?!?!!? What Overlay? FAIL!
There is a solution, search for it here on Steam Forums or Google. I doubt team silverlock is going to update OBSE so I'm thinking a solution should be stickied to the top of these forums. Can't change the description or readme's at Nexus cuz we're not the authors.
! (light bulb) ! But one can upload a fixed package under a new heading giving proper credit where due...hmmm. I'll chek this out.

Hopefully nobody has a problem with it or I will have to remove it.
