If you need free storage, just remember that all Open-Topped grain sacks are non respawnable.
Those are the grain sacks where you can see the grain at the top. They are safe for storage in any area.
The best spot for storage early on in the game is using the open topped grain sacks located in the Imperial City Market district. There are 3 open topped grain sacks on each side between the shops. They are very conveniently placed.
Many of the guilds also have those grain sacks, but I can't recall if the Dark Brotherhood has one or not.
You can also use Torn Sacks of Grain and Clams as free storage.
