I have installed the game on win me, 7, 10 and 11. the 2006 game writes save files to folder
Documents\My Games\Oblivion\Saves
where is yours saving to?
Do you expect help or not?
Edit: I saw your last post only now. What makes you think saving has worked? And again: What exactly do you do, and what exactly do you see? Have you followed any advice given by several posters (except possibly uninstalling OneDrive - are you sure you were successful?)?
Regarding the question: What do I see (literally, I do not see anything suspicious, except for the game settings in the launcher, I cannot change anything in it, neither display assistance nor quality)
Regarding whether I followed any advice (in reality, not just the words that are here) and regarding The OneDrive (I deleted it permanently in order to be sure. I go to the control panel and search for it, but it is not there)
"What you do and what you see" is exactly what it says (and the description in your last longer post is actually a good start). You do something (like click somewhere) and describe what you see (like a new window opens, a menu or a message appears, ...). No interpretations please - that you see "nothing suspicious" would be an interpretation.
With that said, your description seems to be incomplete. Perhaps it helps when I describe what I do and see when I launch Oblivion:
- When I click Play in Steam, a menu appears, where I can select Play, Data Files, Options, etc.
- You seem to have clicked Options. When I do this, a small window appears, titled "Oblivion:Options", and I can select / modify all kinds of graphics options. Is this where you can't do anything? Well, I can, so this is one difference, which might (or might not) give a clue).
- Now I go back to the previous menu and select either Play or Data Files (the latter to check or change my mod configuration). As you don't mention Data Files, I suppose you click Play, and this is what I do now, too.
- I see an intro sequence (I omit a few details here), then a loading screen, and finally I arrive at the Oblivion main menu, where I can start or load a game, but also change the options, and I suppose this is where you start a new game or try to find a game to load (please confirm).
Most importantly: Have you ever tried to change your options there? Even if changing graphical options on the Oblivion:Options screen doesn't work (I think I saw this in the past, too), changing them from the main menu should work (and if it doesn't work, does nothing work, or do some options work, others don't?).
- Now you create a new game and save it. Do you see a confirmation that saving was successful? If yes, I use ESC to get to the load menu, and have a look at the list of saved games. Have you done this, and did you see a saved game on the list? Is the one you just saved among them? If yes, have you tried to load it (the new one and/or others), and what happened?
If not, there must be something wrong with your installation.
I leave it at that for now, because the next steps depend very much on the information you provide about these first steps.
And never forget, all I know is from your descriptions - I don't have a crystal ball or telepathic skills. Try to put yourself in other people's shoes, read what you wrote, forget what you know but haven't written, and say honestly if you could help others based on the information you provided.
General advice:
- Verify your Oblivion installation in Steam.
- If this doesn't help remove Oblivion COMPLETELY from your PC (what this means is described in several threads on this forum), uninstalling it and deleting the Oblivion folder isn't enough. Make sure Steam cloud saving is disabled. Then reinstall Oblivion from scratch. Don't install anything else.
- Click Play in Steam (alternatively, try the OblivionLauncher.exe in the Oblivion folder), click Play in the Launcher menu (above Data Files).
- When you're in the main menu (New, Load, ...), set at least the resolution to what you want it to be (so that you can see comfortably on your monitor), but change as little as possible (for now). If this doesn't work, don't worry about saving and loading - you've got a more serious problem.
- Then start a new game, save it, and then try to load it again. If you don't see it, have a look at my games\oblivion\saves - there should be at least one file with the extension .ess.
- If you're successful, adjust all options to whatever you want. Continue playing, then save and try to load the new savegame again, etc. ...
If any of these steps doesn't work properly, there is something wrong. But what it means exactly, and what remedy action is appropriate, depends on the details.

are normal. you can probably set graphics to ultra depending on your hardware.
game launcher writes your graphics settings to folder

should see files BlendSettings.ini Oblivion.ini RendererInfo.txt
if you have .ess files in your Documents\My Games\Oblivion\Saves folder
then the game is writing your saves.
still looks like a windows permission problem. game cannot read folder.
check antivirus log again. (some users have more than one AV running)
check windows security/controlled folder access. if on, add exceptions for the game launcher and game.
- With regard to launching the game, when I go to the options and set the quality I want, I just press OK and go back to the options again to make sure that the options are confirmed, I am surprised that they do not change no matter what I do.
As for the file boxes, there are some DLC files, approximately ten files, all of which have a correct sign in front of them

Regarding the game, when I enter it, I go to the options menu and I can modify it from there, but when I modify the quality and display size, a message appears explaining to me that I must restart the game again in order for the modification to take place, but when I restart the game again, no change occurs in the quality. The most interesting part is that you appear to be doing something successfully (like changing options and saving), but when you restart or try to load, your changes and saved games have disappeared again. Steam cloud saving might be a reason (I can't say for sure, because I don't use it myself).
To be honest, I thought you had cloud saving disabled - it was suggested to turn it off already. Please bear in mind that wrong, misleading or incomplete information is the best recipe for not getting meaningful and useful help.
Based on your last post, I'd NOT uninstall Oblivion right now, but try again with cloud saving disabled (create a new game and save it, ...). If this doesn't change anything, you can still un-/reinstall (if you do, please make sure that you remove everything, not just the Oblivion folder in your Steam library).
It's difficult for me to judge the mods you mentioned. I don't know the Skyrim mod, and whether or not to use a Skyrim mod for Oblivion could cause your problems, I can't say (it's a risk, but why not try - if it works, it's ok). OBSE is a powerful tool, but only in conjunction with other mods requiring it.
General recommendation: Don't use mods when you don't know what they do. Every mod bears the risk to create problems, and the more mods you use, the higher the risk - not least because not all mods work together well (and incompatibilities are often, but not always mentioned in mod descriptions). But it's up to you.
