Help? Oblivion Keeps Resetting my game settings and more?

I have been having this issue for a month I tried uninstalling and fresh installing yet every time I load up my last saved game don't matter which saved game my game settings are reset instantly, also today I am confused I have been using Alluring Potion Bottles v3 and book jacket mods with no problem but today with a fresh install every Potion Bottle and every book is missing the main mesh and yet I have every file all meshes in the right place I can't seem to find the cause anyone know wtf is going on it's annoying? I have to use old nmm to run obse, my load order is

(EDITED) I have fixed the missing meshes I forgot to place the bethesda archive files from each of these mods in lol as for the settings reset that part still needs to be fixed.
