Umaril the Unfeathered is an Ayleid sorcerer-king who once ruled Tamriel and enslaved the human population. Umaril is a "half-Elf", born of an Ayleid mother and a divine father.

I almost certainly wrong, this is just my theory.

1. Umaril is a half-elf and in mythology elves and fairies have wings.
2. He is seen with winged armour.
3. The wings (feathers) are metaphorical; He once ruled, but, long ago he lost his domain so he has been dispossessed (unfeathered, he has lost his wings).

I think of the tree guesses, the third is more likely to be correct.

Ah ok so it's just mentioned but I never knew that in the elder scrolls lore that elves had wings and in truth I am just now reading about it I am not a fan of elves having wings I am used to fantasy lore about elves in general in almost every game that has elves they never had wings so this is what i am used to I am kind of glad morrowind, oblivion and skyrim elves have no wings I am guessing this is what gave the mod creator that made the sure ai games/mods the idea for nehrim's Seraphim because they have wins and are a oblivion version of altmer/elves.

It is mentioned in game, though easy to miss:

"... [And] Umaril was laid low, the angel face of his helm dented into an ugliness which made Pelinal laugh, [and his] unfeathered wings broken off with sword strokes delivered while Pelinal stood [frothing]..."
The Song of Pelinal, v 7

As a side note, I always thought it was unfettered, but now I know :)
