Having Issue with custom race mod starting a new game

i got my modlist, everything is running fine, did some testing with alternate start. but when i start a new game in the jail cell the NPC across from me doesnt say anything but the subtitles say "never seen your kind before, what the hell are you" and then....nothing happens, i waited for 5 minutes and the emperor guy never comes.

this happens with every custom race i tested so im not sure whats going on. Vanilla races everything goes fine at the start
