modpcs <skillname> <amount> will raise a skill by the specified amount, and factors towards levelups. Be mindful of this so you don't use it to boost your level disproportionately with your attributes. On that note:
modpca <attributename> <amount> will raise attributes.
For example: typing in Player.SetLevel 100 ; sets the player's level to 100.

You'll have quite a lot to enter for a new game+ but it's the only and definitive way to set it up how you like. Your only other option would be to add a trainer with a Graphical User Interface (GUI) that you select with your mouse, but getting the right one and explaining modding would be far out of this scope and what I care to do.
