Oblivion Display Tweaks not working
The game's physics and characters are running really fast. I think it is applying because the fov fix from it is working but not the fps fix.

I fixed it. in oblivion_display_tweaks.ini (inside your data/obse/pluggins folder) you will see the next line:
[FPSFix]
; Set this to your fps cap plus 60. Putting it at 0 will remove the max checks, but it will definitely have repercussions if you plan to Alt-Tab, and it's generally NOT recommended.
iMaxFPSTolerance = (your number)

What you need to do is set the amount of fps you want + 60, then cap the fps with a program like riva tuner or amd chill and it will work. For example I want 165 so my line would look like this:

[FPSFix]
iMaxFPSTolerance = 225 (165 + 60)

Then I open riva tuner and set the max fps to 165 and it works.

I have limited the fps in the AMD driver and it still doesn't work. The funny thing is when I have the AMD fps overlay active it works.

I have solved the problem. Since AMD Chill and the other fixes did not work. I can only reduce the Hz of the monitor or change the control of the target frame rate in the global profile.

I recommend that you install Rivatuner to set a framerat cap for each game instead of using target frame rate in the amd drivers.
