Springheel Jak didn't appear [SPOILER]

I'm having trouble with a quest. When retreiving the Boots of Springheel Jak for the Gray Fox, I'm supposed to fight the guy. I found his diary but he didn't appear. I don't have a bounty on me, nothing seems to be wrong, the quest updated as soon as I read the diary, but he's just nowhere to be found. I haven't found this bug among the listed bugs on UESPWiki or anywhere on the internet, so what am I doing wrong?

Maybe just go upstairs and see if he's there and kill him?

Well, it took some running around (he couldn't just appear where he's supposed to right away) but he appeared in the study after a while. Thank you for your reply.
