Ugly Face Shadows / Lighting
I want to get rid of the ugly shimmering shadows / lighting effect of NPCs.
What's the best mod or method of fixing it?

Tried turning off bloom and HDR in the launcher?

If you mean ugly face shadows as in the eyelids being blackened, turn off the setting I think it's called "actors cast shadows on self".

It's neither of those things

That wasn't my issue, but it was my solution. "Self Shadows" causes it.
