I think that is the one I purchased since when I look at purchase history from two years ago it indeed says 'Oblivion Game of The Year Deluxe Edition' but all of a sudden it does not say on the store page that I own the deluxe version.
I do have game of the year DLC for it in my library but very confused now, should I purchase the deluxe version again? Would that fix the problem.
Frustrating since I never noticed this happen before, wish they made things more clear.
You can review everything I'm about to say from SteamDB, although I'm sure anyone who cares already knows this.
Basically, there's three Steam Apps and two Steam Packages.
App 22330 "The Elder Scrolls: Oblivion Game of the Year Edition"; this is the game itself with most of the GotY content.
App 22333 "Oblivion Game of the Year DLC" is the English-only "Deluxe" content.
App 900883 "The Elder Scrolls IV: Oblivion® Game of the Year Edition Deluxe" is an empty app, not linked to any packages and has no depots (no files you download).
Package 1678 "The Elder Scrolls IV: Oblivion® Game of the Year Edition" only contains app 22330.
Package 1679 "Oblivion Game of the Year Deluxe" includes both 22330 and 22333.
The basic goal makes sense. The Deluxe edition stuff is English only, so people in other languages who can't play it shouldn't be forced to pay/install it (although, should Deluxe really cost more money? That seems a bit greedy, doesn't GotY imply EVERYTHING?).
If Bethesda had set it up correctly in the first place, the store page for Oblivion would let you purchase either 1678 or 1679, and there would be a separate DLC section to let you purchase 22333 separately if you only purchased 1678 before.
What they did instead was create a new empty app, 900883, whose only purpose is to create a store page for "Deluxe Edition", and they put both 1678 and 1679 on it. They then elected not to add a store page for 22333, and because 1678 and 1679 are packages, if you bought 1678, you're out of luck (the storefront won't let you buy a package if it contains an app you already own, although I think you can still add packages with duplicate apps through a Steam key). Even worse, both 1678 and 1679 are on the GotY Edition page anyway!
This is why, on the store, Deluxe *never* shows as owned (blue "Owned" marker, and greyed out icon). Because that page is for an app you can't actually purchase, but the Deluxe content is actually a DLC which doesn't have a storefront!
I'm unsure if you can use the Elder Scrolls Summer Bundle (15347) to fix the problem. It does list both 22330 and 22333, so it might let you purchase that and upgrade your copy. It depends on how the bundle was configured, but I can't see that.
Basically, so long as you have a DLC called "Oblivion Game of the Year DLC" for the game on Steam, then you have the full Deluxe setup.
Funnily enough, 900883 has a community. I've haven't tried posting to it, maybe someone should give it a go. It's like a secret hang out spot basically.

Thank you so much for explaining all of it in such meticulous detail, Bethesda had complicated it so much that it had me completely stumped and I was staring at empty packages in Steamdb completely and utterly dumbfounded.
Glad to know that I can just ignore this since I had bought the deluxe version a couple years back and it confused me so much seeing a store page for the deluxe without it saying that I own it, very frustrating since I can be a bit of a completionist when it comes to collections.
The Steam support won't help you to buy the Deluxe version afterwards.
