you cant just google top mods and expect pc gamer or gamerant to give you actually good advice on mods
you need updated lists by people who know what they are doing, like the kind of advice the OP probably was looking for
for example for some up to date advice those articles wont give you, you wouldnt want the original OBSE mod they all reccomend, you would now in 2023 want the xOBSE mod that is community managed, it runs better.

I have similar questions with the OP. I understand that the lists and all are outdated.
Personally I want from Highest priority to lower:
- A mod that has level caps
- Graphics / textures
- more content and nice RPG quests with decisions that alter the outcome of the quest; no need to be vast world-trotting ones.
- Quests that help me make memorable outposts and homes, and those to do something.
- Quality-of-life improvements
- A mod that changes the way Master alchemist works. The way it works once you hit 100 alchemy, the potions you make are riddled with flaws because a single component adds all its properties, you don't need to combo them with something else. Sure, you can make a poison or potion out of literally every mushroom or vegetable you find. But it won't do what you want it to do. I loved paralysis/drain/damage poisons.
From the mods in the first link, the outdated one, I saw about a mod that hand-crafts areas to make them seem unique. I would love that.
From memory, I recall a mod that added an entire new area of huge size, bigger than the expansion.
Any recommendations, please?
many problems and there are still bugs like fog shader not affecting objects
in interiors which ruins the look so I removed it

For Morrowind, Tamriel Rebuilt would fit your description.
I highly recommend to just use Oblivion Reloaded[www.nexusmods.com] alone, as it has already covered anything shader and performance related issues. but if you want to do something more, consider installing some of these mods:
-Oblivion Character Overhaul version 2[www.nexusmods.com] and install Oblivion Character Overhaul v2 - Unofficial Patch[www.nexusmods.com] right after to avoid unwanted incompatibilities.
-Animated Windows Lighting System and Chimneys[www.nexusmods.com]
-Oblivion Upscaled Textures[www.nexusmods.com], Shivering Isles Upscaled Textures[www.nexusmods.com], and DLC Upscaled Textures[www.nexusmods.com]. Install these alongside each other.
-Natural and Atmospheric Oblivion[www.nexusmods.com] for the weather and overall exterior lighting.
-Lush and Gaudy Water[www.nexusmods.com] for the water textures, and Water reflection Blur[www.nexusmods.com] to minimalize those ugly jagged water reflection.
