As far as I know, any software that is 32bit like oblivion cannot ever go past 4gb ram, it's a limitation of the windows system itself

First of all, this is not an "error", and there is no patching required.
What would be the benefit of making Oblivion "see" 8 GB RAM?

In common language, a "bug" of a software product is a feature or component which is on the specification but missing, or which doesn't work according to the specification of the product (it's debatable, but some people add violations of the general industry standards at the time the product was released, too). Please show me where the specification (you may use official developer or vendor information instead) says that this game is supposed to support 4 GB or 8 GB RAM in the way you'd like it to - it runs well on my Win11 16 GB PC at least.
As an aside: According to Bethesda, Oblivion will run on a Win 7 PC, but they don't say anything about Win 8 or later (to my knowledge). For more information, see https://en.uesp.net/wiki/Oblivion:System_Requirements.
The site says "Oblivion will not benefit much past 3GB of RAM, as Oblivion has no 64-bit executable nor is it large address aware", too - but I'm not technical enough to comment on this statement.

If you want to call something you miss or don't like a "bug", you can do it, but you shouldn't be surprised if someone else objects to the way you use the word "bug". This game does have bugs, but it doesn't deserve to be blamed for bugs it doesn't have.

The "patch" you quote adds functionality, but doesn't fix a "bug". Like I said above, I'm not technical enough to speak about what this "patch" does" - all I know is that I never needed it or noticed that something wasn't working which could be fixed by this "patch".

It's not a limitation of Windows. The OS does not matter, a 32 bit address can only address 4 GB for any app in any OS

Lol "bug" It's not a bug dude, it was designed that way. There's a 4Gb patch on the nexus but it doesn't actually seem to make any difference in the games performance. You shouldn't have any trouble running a heavily modded oblivion at 100+ FPS in 2023.
