Always locked Mystic Emporium bug, FIX (?)
I came to the conclusion that the bug is caused by something in the "Unofficial Patchs" mods, new characters made with the 3 unofficial patches triggered make the bug appear, when making a new character just don't use these mods.

Some say that the bug is caused because of something in the DLCs "Frostcrag spire" and "Battlehorn castle" but I always used the game with these DLCs and had no problem, the bug started to appear with the installation of the last mods that I chose.

It's not, it's caused by having Frostcraig and Battlehorn installed at the same time. There's a Mystic Emporium fix on the nexus. You probably don't always run into it because of load order or something but I can say for sure I've run into on a clean install.

Very annoying and confusing bug, I removed the unofficial patches and the bug disappeared as I said before but now the bug is back again on the same character and without the unofficial patches.
I'm pretty sure I didn't have this problem before I started putting mods and use oblivion mod manager.

The nexus fix (Mystic Emporium Patch) seems to solve, thanks, but only WITHOUT the unofficial patches.

You're having a load order problem. I haven't played without the unofficial patches in over a decade. The unofficial patches should ALWAYS be loaded before any other unofficial content. You want the main game patch first, then the SI patch, then the patches for smaller DLC. THEN the mystic emporium fix.

This seems to solve it and now I can use my new character with the unofficial patches without the bug, this character in question seems to be saved from the bug because I always saved it before the bug appeared and I only recorded it without the bug, my other character that already did the trespasses several times because of the bug was recorded with the bug and it seems to be lost, it is no longer possible to recover it without the bug.

Well if that order works, then it works. I'd clean it up some so that the main game patch loads before any DLC patches. But whatever clears the bug for you. Oblivion is probably my favorite game, I've easily played it for thousands of hours and have made some of my own mods over the years. Any other issues hmu.

It's loading order that is the problem. I used Wrye Bash to change the order and the problem got fixed. Same can be done using the mod manager, however, for me the game didn't want to work properly.
If I remember correctly Frostcraig has to load before Battlehorn to fix it, but I may have mixed it up since it's been a while. But that still only leaves you 2 variations so you'll figure it out with that.
