Did you get the Amulet of Interrogation?
Here is what uesp says about the transition between the two quests: "When Ajum-Kajin dies at Modryn Oreyn's house in Chorrol, Modryn tells you the next step is to infiltrate the Blackwood Company and its ranks".
And please be aware that using mods or console commands may cause all kinds of problems, one of them is that quests may become unavailable or uncompletable.
It may also help to verify the Oblivion files in Steam.
This sounds like file corruption or changes of the mod configuration. What happens when you try to load? Is there an error message? Again, verifying the game files in Steam might help.

Two questions:
- Does this fit with your experiences? Or how did you complete the quest (you said you received the Amulet)?
- Did you use the console to get there (or at any point of time while doing the quest), or to get the Amulet?
