Can't complete main mission oblivion
I can't complete the mission breaking the siege of kvatch, why? Tierra doesn't move to camp but the others are already inside. I've tried to attack then yield Tierra but she still return to outside the camp

have you tried setstage for the quest using the console?

setstage MS48 stage

not entirely sure what stage you would need but you can read the listing and compare it to your journal.
