My health regenerates at wait and fast travel. Why?
I'm level 5 and my health suddenly started to regenerate when I fast travel or wait. Previously I had to sleep to restore my health, now I just wait one hour and it's topped again. The same happens at fast travel.

I'm not a vampire (as far as I know), I have no other regenerating afflictions.

What happened? A bug?

Looked it up and health does regenerate during wait/rest. Or so internet tells

Oooops, it really does.
I played for 5 levels thinking that the only way to heal is by sleeping. Obivion is not the easiest game, but I actually made it even harder for myself.

As in the real world, the body can heal itself at times. And also "fast traveling" is NOT "fast". Take a look at your in game clock, time passes while "fast traveling". So in that time (like the few (I think 3 or 4) hours it takes to get from Aleswell to the Imperial City) your body healed itself.

Yeah that's normal, its a quiet "QoL" feature they added after Morrowind.

Early on your stats are low enough that you heal at an almost imperceptibly slow rate. It's easy to get the impression you don't heal at all, but later as you start levelling up and your stats improve the effect becomes more obvious. You probably just had low Endurance and weren't healing fast enough that it got your attention. I had the same impression the first time I played.

That's... Not how it works at all. Waiting an hour heals you full regardless of what your health or endurance is. That's just how it is in oblivion
