Oblivion character cant gain anymore experience points after level 8

I have been doing side quests, the main story, main skills, and other skills to level up because i needed to level up my sneak skill for a quest, but after like 2 hours of doing what i need to do, i checked my status and it was at 0, it said level 8, and there was no red in the bar to show that i had progress. I know for a fact that during a quest, my heavy armour and my light armour and my block got a point, after doing it again, nothing had happened. I took a quick save to test something out and i used the command "advlevel" and after i picked random points as a test, i checked the bar and there was no level, but when i had did it again, it say that i had reached level 9, then 10. I had spent a lot of time on this character, unlike my other attempts years ago, and i don't want to restart my character. I dont have oblivion as a copy on steam, however on disc. No one else had this problem that i could find elsewhere and i really wanted to fix this
