There are a few near Anvil
Forsaken Mine and Tidewater Cave are good choices.
There is a trick you can use to help level up your weapon versus any monsters like trolls or minotaurs if they are too strong for you.
Equip a low level weapon so you deal low damage so they last longer, but not too low that you die.
I am not sure which blade is best for this as it has been a long time since I have played. Maybe a depleted Red Wave from the Ghost Ship of Anvil quest or one of the Durable named weapons from the Shivering Isles, but they are hard to find.
The cursed mace of molag bal is the best for blunt, it has very low damage and has insane health.
Get the attention of two enemies and take them to the door to exit the zone. Exit the area and let them follow you through the door, but stand with your back against the door. When they zone out you can hit them several times before they can turn around and counter attack, then turn around and rezone through the door and start again.
It works best on trolls since they have fast regen so they have some time to heal up, that way they last longer. If they get low on health zone out and quicksave your game and reload it and they will get trapped inside, giving you a chance to rest on the outside and allow the trolls to heal up too.

Fort Woodenhand - W of the Imperial City
Dzonot Cave - W of the Imperial City Stables just down the hill
Infested Mine - N of Kvatch
Rockmilk Cave NW of Leyawiin
These areas have enemies known as Ringleaders and Warlords. They are special Bandits and Mauraders that have leveled enchanted armor and weapons. Some worth thousands of gold.
Those areas are great for equipping your character and making money. They don't start having enchanted items until level 3 however.
