Strength and Blade stats don't matter in Combat???
My weapons seem to do the exact same amount of damage, no matter what my stats are.

I ran a little combat experiment against an Ogre using different stats, but the same Daedric sword.

My first fight with him I had Strength of 100, and my Blade skill is 97. It took 16 swings to defeat him with these normal stats.

I then fortified Strength to 210, and it still took 16 swings to defeat him!

I then tried to fortify my Blade to 207 instead, and it also took 16 swings to defeat him!

I thought these stats really mattered to the amount of damage you do, but it seems they do not matter at all,

I'm not asking for specific game spoilers, but could someone explain in a general way how stats are supposed to influence combat?

I'm not certain, but it may cap at 100 and have no affect any further.
You may want to look into that.

I honestly don't know. Oblivion combat is just borken in general. I'm sure there are mods to overhall it.

Yes, they cap at 100.

Taken from the UESP:

Some magical effects can increase your skill above 100, but in general increases above 100 have no real effect. The only exceptions are Acrobatics and Athletics, which will continue to increase your character's jump height and run speed respectively, up to a maximum value of 255.

Strength:
Vanilla oblivion sysem allows us to booost "attribute" over 100.
And these boost has significant effects.
Combat Damage increases.
I just tested it.
My current character is now Mage her hand2hand skill is 22 (very low yeh)
Her hand to hand skill shows (2) that means she can deal 2 damage with Str45.
Whe I boost her Str from 45 to 145 by fortifay Strength.
Her hand to hand Skill shows(3)
Now she can deal 3 damage.

WOW!

This entire time I thought I would get massive super strength and win the game with huge amounts of damage.

This basically makes Fortify of most things completely useless, except Fortify Intelligence to gain MANA.

Yeh, I checked Forty Blade from 30 to 130 and 230 now
I notice vanilla system caps 100.
If i boost blade to 130 or 230 that will be reduced 100 as Vaulrormonat says.

You should check some mods for you to gain actuall effects.

For example
VCE( Vanilla Combat enhanced ) will take count of Strength (readme says so)

Fortifying any SKILL besides acrobat and athletics past 100 won;t do anything, but most attributes will do at least something.

For example, STR past 100 won't do anything for melee damage, but it WILL increase carry weight.

Intelligence will increase mana, and Willpower will increase mana regen past 100, but will have no effect on spells from said skills, including no further mana reduction on using said spells.

Increasing your Agility past 100 continues to increase your fatigue, and decreases your chances of being staggered. However, bow damage is capped at 100.

Increasing Personality past 100 (for example, with Fortify Personality) continues to improve your disposition scores for NPCs and Creatures

Putting Endurance past 100 will still increase health and fatigue.

Increasing Speed past 100 continues to increase the player's movement speed. (short term invisibilty + an extra 100 speed make a great Blink or Flash Step spell for escapes when using the custom spellmaking)

On attributes, I suggest looking at specifics on each attribute.

The general rule is nothing past 100 on SKILLS, (with 2 exceptions) will benefit you any.

On ATTRIBUTES however, there is a partial benfit, you will benefit in some way, just not everything the attributes does for 1-100. Only specific benefits.
