Some files Oblivion references aren't required. I'd expect most of the ones you listed to be present on your system, however, but I suspect you're using the wrong version of Dependency Walker - you need to match the architecture of the software you're inspecting (not that of the OS you're running it on). In this case, as Oblivion is 32bit, that means you need the x86 version of DW.
Also note that Windows redirects all 32bit software from System32 to SysWOW64. Even if DW tells you to check the former, you instead need to review the latter.
While you've got your DW report up, be sure to skim through the CPU column for any x64 entries - if any are present, they'll be highlighted red. If you have any 64bit DLLs in your SysWOW64 folder, you need to delete them and then reinstall the related software package.
Really though, I think you might have more luck taking a look at the Windows Event Viewer. There's a good chance this'd provide you with an error code that'd make your issue rather more obvious:

Lilia, your message is a little more surprising - your logged message is clearly related to the game, and your OS is reporting that it can't access a file Oblivion wants. It's not telling us which file, unfortunately.
It may be that UAC is preventing the game from accessing something it needs to. Normally this wouldn't be a problem, as Steam disables UAC on all game installation folders - but if you're running some sort of third-party "system cleaning" software on your system, the permissions may've been broken. Re-installing Steam should resolve this, if that's the problem.
Other web searches on your logged message suggest all sorts of things, but a surprisingly common one is OS and driver updates. If you're behind, now might be a good time to patch up.

I didn't notice this before because I was looking for "Error" and not "Information".
btw nothing has worked for oblivion so far. ;(
Now I do have installed in my PC the legacy Physx Nvidia drivers. I don't have any game controllers installed. If you have game controllers connected, try removing them from your PC and reboot? If you have VR unit connected, then disconnect it. I have a VR unit but I disconnect the entire unit when not in use.
I have Morrowind installed that runs flawlessly. Oh.. and this is a dedicated gaming system. I don't have Office products or any non-related game software installed.
Just sharing with those having issues what I have and don't have in my system. Perhaps this can help you further analyze what is going on with your Oblivion. Sorry if I can't be of much help.
