You can fix it by using OBSE and either the mod Fast Exit or Stutter Remover with Fast Exit enabled.
Stutter Remover is recommended to help prevent stutter too, so it is your best bet.

I have now cleared out old saves and turned cloud sync off for the game.
It is mostly an issue for those people who want to change their in-game settings in the game. If you change your video, audio, or controls then exit the game and it crashes, all those settings are not saved because of the crash.
It is kind of annoying having to re-adjust your settings every time you play.

The crashing is getting worse when I exit. Now trying windowed mode.
My specs:
Gigabyte z170xp sli
16 gb ddr 4 ram
Gigabyte GTX 1070 gaming
Onboard sound with latest driver
Latest graphic card driver installed.
Game is run from 3tb sata 3 harddrive with all Steam games.
Windows 7 64 bit ultimate fully updated.
Crash on exit is the normal state for most Oblivion players, but like a guy above said, it's not that big of an issue.
Shift-Alt-NumpadEnter will kill the process, also useful in case of infinite loading screens
