Shadows NOT WORKING
As the title says the shadows are not working in the game. I have everything on max settings however 2 things are greyed out including shadows on grass and shadow filtering.

I've also tried modding to Oblivion Reloaded to see if it would add shadows but to no avail. The imperial city looks very bright and washed out. Actors nor statics casting shadows. Maybe something to do with shaders?
Also borrowings shadows work with the graphics extender so I don't know.

Specs:
GTX 970
I5 4690k
8GB RAM
Windows 10 64Bit /w Anniversary Update
NVIDIA Driver version: 372.54

Please help!

For me it is the anniversary update that broke the game. I got it yesterday and using the same driver as you 372.54. I didn't have any issues playing the game on Windows 10 without the ann. update. Once I installed the ann. update I can no longer play the game with HDR and shadows no longer work using same driver 372.54.

Try to tweak your Oblivion.ini
iShadowFilter=2
bShadowsOnGrass=0
(OR says you need to disable shadows on grass for OR shader for grass to work properly)

Yes I fixed it by rolling back the NVIDIA driver. Guys DO not install the new NVIDIA driver for the anniversary update it breaks several games including Oblivion and fallout 3.
