Followers and Difficulty Settings Mod?
Alright, so I have everything all setup, but now I want to change the difficulty to expert, but there is just one problem. Followers are considered an NPC, and they become overpowering vs th player. The same thing happens in Skyrim, but I was able to balance it out via perks. Unfortunately, Oblivion doesn't have perks. Is their anyway to make it so specific NPCs (followers) have a multiplied reduction in damage and a increase in damage taken like I was able to do in Skyrim via perks?

I am not aware of anything like that in Oblivion for followers.

What follower mods are you using?

The only thing I can suggest is to download the mod tool TES4Edit and modify your followers yourself. You can also use the Construction Set.

From what I can tell of some Oblivion follower mods is that many of them start out with 100 in all attributes, even if they are level 1. That already makes them over-powered.

Using TES4Edit can help allow you to modify your follower stats, so their starting health and attributes more closely resemble the default races, although I do suggest increasing their speed and athletics, so they can keep up with you and don't always fall behind, especially when you are on a fast horse.

Another thing you can do that may better allow flexibility in how strong followers are is their level offset setting. If you want your follower weaker, lower their level offset, if you want them stronger increase it.

0 is equal level to the player. When you use positive numbers your follower will be that many levels above you and negative numbers mean that they will be that many levels lower than you.

For instance level offset -5 means that the follower npc will always be 5 levels lower then you. although they can't be lower than level 1 obviously.

Just adjust their level offset and fine tune their attributes to customize them to your liking.

In vanilla Oblivion NPC's are knocked unconcious for 10 seconds and then get back up, which will allow them to eventually win a war of attrition over time.

One thing you can do about that is to use Wrye Bash to set NPC recovery time in the Bashed Patch, so when NPC's are knocked unconcious they will not get back up for the time you specify in seconds or minutes, which can help make things more realistic and increase difficulty when using followers.
