Is oblivion good without mods?

Personally I say better without them.
I say finish the vanilla first and then mod. ( I don't recommend overhauls or big mods)

I agree with pancakes Games often are not always the same with mods better off playing through at least once vanilla then modding. I luckily played it on the 360 for over 400hrs or so before i bought it today for the pc. The only 2 mods i would reccomend for a first playthrough would be:
Darnified UI. To clean up the screen and make it look less like a console game.
And OBSE with The enhanced Camera Which gives you a body when you look down and also sitting animations in first person etc.

The game is good without mods, but the characters do not look very good.

The game can have some issues without the OBSE plugin Stutter Remover and the game has several bugs that are only fixed using the Unofficial patches.

Yes it is. But it depends on you. If you're one of those guys who freaks out and collapses into a quivering ball of helplessness when confronted with pre-2016 graphics, then you'll probably need some mods. Otherwise you can get by with just the unofficial patches.

I recommend plain vanilla for your first playthough, regardless of the game.

Certainly. You will need to take the enemy power-scaling into account when building your character, but beyond that, yes.

If only so you can feel something like a SkyUIgasm when you start using DarnUI and have an interface that doesn't assault your eyes with every digit of its programming. :D
